Conservation of fuel and power Part L Building Regulations
The uplift to Building Regulations Part L includes updated insulation requirements for new homes, which will now be assessed under a new Standard Assessment Procedure (SAP) calculation called SAP10.
The regulations form a part of the Future Homes Standard (Future Homes and Buildings Standard) which will become effective in 2025.
This will introduce more changes to improve energy efficiency.
Part L is divided into a number of Approved Documents broadly outlined below:
- Part L1A The requirements for new homes to be energy efficient, and individuals responsible for building work must ensure that the homes comply with the requirements provided within this document
- Part L1B: Covers the requirements for renovations and extensions to existing homes to be energy efficient. Whilst it may not be possible to meet new build standards, the regulations require that elements being replaced, such as a new wall or floor, must be done to Part L1A standard.
- Part L2A covers new commercial buildings.
- Part L2B covers existing buildings other than dwellings.

What is involved?
Ensuring that insulation and control barriers are installed in such a way that any air movement and consequential heat loss is reduced to a minimum. This requires precision cutting and positioning of all elements to maintain the integrity of the build.
Self builders will need to conduct site audits confirming that the construction follows their plans design detail, and photographic evidence should be kept to prove this.
Whilst there is a short transition period for builds that are in progress or have passed the planning stage under certain circumstances. If you intend to occupy the property yourself then the sooner you adopt the new standard the greater the savings you’ll make.
The emphasis of the change is to minimise air movement through the fabric of the building thereby reducing heat loss. Enabling the use of low energy heating systems whilst maintaining a comfortable and healthy environment within the building, and consequently significant reductions in the cost of heating the property.

With the recent increases, and further potential increases, in domestic fuel prices these gains are set to considerably exceed original estimates.
Whilst experience has shown that many self-builders are happy to spend tens of thousands on kitchens and bathrooms they are more reluctant to instal the best insulation products to the highest standard available at the time of the build. Yet bathrooms and kitchens can easily be replaced and updated years down the road, when the financial burden of the build has eased.
The fabric of your build however, can never be enhanced in a cost-effective manner.
